No, she didn't get a boobjob. That was a body double, they used CGI to paste her head onto another womans body.
I don't want to sound like a dick, but it's not new news they were doing that scene with a body double -- it's been known about since they filmed it, back in October. (Also, her baby's not due until next month, so that's almost certainly not the reason she didn't do the nude scene.)

yes, that would explain the total difference between the tits. I don't get the sense of the body double tough: this is a scene which got advertised for months and months, they spent an incredible amount of money to do it etc., and then we find out that it is just a body double? Well, I guess a shorter, simplier, and cheaper scene with her real body would have been a lot better at this point.

Don't bother, it's a body double. They used a green hood over the double's head and then put Lena Headey's head over it with computer graphics.
